Frost ISD

Land around Frost

A school district in three counties, on the ground where the 2026 wind build is going up.

The ground

What this corner of the county is

Frost is twenty miles west of Corsicana and its school district doesn’t stop at the county line. Listings come back in three counties at once, which is unusual here and it matters more than it sounds — the tax office, the appraisal district and the rules a tract is judged by all change with the county, and the district doesn’t.

One district, three counties.

Active listings in this district come back with Frost addresses in Navarro County, Milford in Ellis and Mertens in Hill. A buyer shopping the schools is shopping three tax offices without necessarily realising it, and a seller comparing his place with one down the road may be comparing across a county line.

The Cotton Belt put the town where it is.

Frost was laid out on the railroad in 1881, at what is now Highway 22 and FM 667. Six cotton gins and two banks by the turn of the century. The road and the rail decided where the money went then and the through road still decides it now.

Yellow Cat is going up around it.

RWE’s 270-megawatt wind project spans Navarro, Ellis and Hill counties and is due in service 2026–27. What that changes for an owner here is who is looking and what they are asking about — leases, setbacks, road use. It doesn’t make an assemblage price into a comparable. If a developer calls.

A Frost address isn’t proof of a Frost ISD tract.

One Frost-addressed listing returns inside Blooming Grove ISD. Which district a particular tract actually feeds is settled from the record, not from the mailing address, and around here that answer moves the price as much as it moves the bus route.

Worth knowing

What is different about this corner

Three counties means three appraisal districts.

Stocking rates, wildlife minimums and the paperwork behind an exemption are published county by county. A tract in this district can sit under Navarro’s rules, Ellis’s or Hill’s, and the answer isn’t the same in all three.

The wind question arrives before the listing does.

Owners here are being approached, and what has already been signed — a lease, an option, a road-use agreement — is the first thing a buyer’s title work will find. Better to put it on the table at the start than to have it surface three weeks in.

Frontage on 22 or 667 is a different market.

The through roads carry the traffic and the price. A tract a mile back off them sells to a different buyer, and the gap is wider than most owners expect.
